It is the margin or value lost for each hour production cannot run. Finance or production planning usually has the closest number.
Why count restart or scrap loss separately?
Some processes lose material, heat, setup time or quality after each interruption, even if outage hours are short.
Does this decide DG or battery size?
No. It prices downtime. Backup sizing needs critical load, runtime, starting current and reliability targets.
